Biography
Mohammed BELAOURA
Mr. Mohammed BELAOURA has been appointed as the first resident Ambassador of the People’s Democratic Republic of Algeria to Ireland, in September 2020. He presented his letters of credence to H.E. President Michael D. HIGGINS on 28th October of the same year.
Mr. Belaoura has joined the Algerian diplomatic service back in September 1982. He served throughout his career in several positions and countries. He was posted, between 1987 and 1993, as First Secretary at the Algerian embassies in Accra (Ghana), N’Djamena (Chad) and The Hague (The Netherlands). In 1997 he was posted at the Permanent Mission of Algeria to the United Nations, in New York, where he served as counsellor, until 2001.
He became later Deputy Director for Disarmament and International security at the Ministry HQ in Algiers, then Deputy Consul General in Marseille, France (2006-2008). He joined again, for the second time, the Permanent Mission of Algeria to the UN (New York), as Minister Counsellor.
Before his designation as Ambassador to Ireland, Mr Belaoura held, between 2010 and 2020 at the HQ of the Ministry of Foreign Affairs, Algiers, positions of Head of the United Nations and Regional conferences division and Head of Prospective and policy planning division.
Mr Belaoura graduated from the National School of Administration (NSA, Algiers) in June1982. Apart from the NSA diploma, he holds a Post-graduation diploma in International Administration (Algiers, 1994), a UN language proficiency diploma (New York, 1999), a Master’s in International Public Law, from Aix University (France, 2008).
Throughout his career, Mr Belaoura participated, within the Algerian delegations, to several Summits, ministerial and experts’ conferences, meetings and seminars, including at the United Nations, the Organisation of Islamic Cooperation, the Non-Aligned Movement and the International Atomic Energy Agency.
He is fluent in Arabic, French and English.
Mr. Belaoura is born on 1st April 1959. He is married and father of four children.
